there is a japanese salon on 23rd street called Hayato that does great cuts.
they have a site at: http://www.hayato-ny.com/shopinfo/ny.html if you dont want to spend too much, there is one located in chinatown that I often go to called Top One Salon (76 Elizabeth Street). They charge around $30 including wash+blowdry, no appointments needed.

Hi,
I just moved to NYC from DC (where I went to O salon). I am used to paying $225 + tips for a cut and partial highlight (the type where they do so many tiny pieces that it takes hours, people actually can't tell you have color for the most part, and it grows out so naturally you can wait 3 months or so for a touch up). I've asked around and gotten some recommendations here in NY: Jenna at Arrojo studio, Tiffani at Wonderland, JD at Eva Scrivo...but was wondering if anyone has had experience with these stylists? Or has other recommendations that won't exceed $300? Thanks much.
