I'm inclined to agree. I was recently in US and was very interested to check f21 out and I was soo dissapointed. It reminds me a lot of our Valley Girl and Tempt chains in Australia. There are probably some cute hidden things- especially when it comes to jewelery and accessories, (I will admit to finding a fab beaded tassle necklace that would be impossible tell its from a cheap store if you took it out of context) but the clothes look like they would fall apart first time in the wash. And for some reason the NY stores were a lot worse than those in LA? I have no issue with cheap clothes, I just prefer them to look expensive

No, we try and go for the boutique look and everything is organized into different themes. BUT some F21s don't maintain it and that's why it's messy.

I say shop there during the weekday and you won't be waiting in line forever.

Forever 21 is the most horrible store ever. Their clothes are made very cheaply - every single thing I've bought from them has a come apart, ripped, broke. And they don't accept returns (at least the last time I heard). When I brought back one of their defective pieces of clothing, they refused to let me exchange. Please don't support them. Their sales people are terrible and the managers are no better.

Yes, they only offer store credit or exchanges for their items. I'm sure there are times when their return policy can be irritating, but fortunately I've never had to go through the process. As long as you check the clothing carefully before making a purchase and consider how well the fabric will hold up, there should be few problems.
