actually, if you use a visine- or water-dampened brush to apply your eyeshadow, all it does is make the shadow go on with a more intense colour...it's good to enhance the metallic effect of a metallised eyeshadow... it really won't make your shadow a "liquid" per se...in the instance that you want to use it as a liquid eye liner, perhaps.

chanel do an eyeshaddow which goes on like a liquid and drys like a powder, might be worth investing in something like that, it would be easier. but money is a factor then water should be fine
