I dunno, but I know it can happen and it sucks. I'm ashamed to admit but I have wrinkles around my eyes. I have never smoked and I don't go tanning. I am 20 years old! Mine is because I have EXTREMELY sensitive skin and it will react to almost anything and turn into a dry burny rash around my eyes and mouth. It gets soooo dry and my skin hurts and flakes sometimes. It's just due to sensitivity. Sometimes I have perfect skin but when I have a reaction I look like trash. Maybe Linds has some skin problems too. Just cuz she's famous it doesn't mean she is perfect in anyway.

It looks to me like mimic wrinkles only that appear when Lindsay is smiling. She doesn't have them otherwise (e.g. here: http://www.supload.com/free/262.jpg/view/).
I find them cute, since they signify emotions and coolness - better this than an immobile botox face like Victoria Beckham's...

That was seriously a stupied question. Sorry but she does not have any wrinkels and it's normal for you face to like move when you laugh, talk, sneez or whatever. And I personally don't like girls with frozen faces from botox injections, I like the natural look.

I don't know the make of those sandals...but everything else in that outfit is atrocious! I remember that that was the one outfit of hers I just couldn't understand!
