Like a an older lady in her 40s?
The best updated look for a denim skirt is with leggings underneath. Or slouchy boots. But not the leggings and boots together.

maybe,
but the top has to be extremely modest.

my mom is in her fourties and though she has a great body, i personally wont want to see her in a denim mini... i think it should be left for teenagers and women in their early/mid twenties (of a certain body type)... and even then only with a modest top to prevent the wearer from looking cheap.
on older women i think it would look a bit 'try hard' as if the woman was trying to recapture her youth or something...

I think it'd be the most modest and very classic for the woman to wear a white T or a wife beater. Maybe a funky necklace, but keep the rest simple.

I think that a short denim skirt would look nice with black stockings and a plain shirt (preferably light to contrast the skirt).

...male or female...?

i'm guessing yo want to wear it with black opaque tights?...
as scarey as this may sound...i think it might be an improvement over the denim cutoffs you claim to have been sporting around town with opaque tights and clogs ...
although pretty much anything would be better than that...

I think short denim minis are ever hard for teen/20s to pull off well, so perhaps go for something more sophisticated like a pencil skirt?

Oh and off topic, but what is a wife beater (as in the clothing)?

Just above the knee, nothing shorter or longer. Generally, the shorter the skirt, the lower the heel, so maybe low-heeled peep toes or closed toes?

It's a ribbed cotton sleeveless undershirt/vest.
Like this:

Oh, and I'm another one for the pencil skirt idea. It's difficult to see denim minis pulled off well outside of the beach in the first place. And I'm speaking as a teen.
