The dress was pieced together with individual strips of ribbon that were individually dyed, rubberized or plasticized, then they were all sewn together and a few also featured pearl embroidery. The work that went into those dresses were of couture quality even if it wasn't a textbook technique. Just because something isn't labeled couture doesn't mean it wasn't constructed using such techniques. You should really take a close look at details and read more about how the garments were constructed before you make such a vague judgement.
