^ It looks like it's either something that's covered with flat, clear sequins or something that's got some sort of synthetic glaze/coating on it.

I'm kind of leaning towards sequins though because the way the light is being reflected is sort of broken up, where as with a coated fabric it would be a smoother streak of shine.

It looks like gauze as well. Perhaps it is clear sequins , over several layers of fabric ? Either way I like it.

Yeah, that black band at the bottom could either be a trim around the hem or an underlayer of organza or something along those lines.
