I don't understand why this is such a big deal. It's a stupid thing to do, but I don't think it was a law until the 80's or 90's. There's a good chance that your parents did this when you were a child, but I wouldn't call them bad parents.

Wow, just b/c it's only been a law for nearly 20-some-odd years means its not that big a deal? Ya know, the reason it is so dangerous now is b/c of air bags, which all cars (if any) didn't have back then... It could kill the baby instantly... That is why it's so scary... Plus, if she was frigthened and running from the paps (as she states) then I'm even more judgemental of it b/c how many times did Lindsay Lohan get in a car accident for running from the paps in her car. I'm sorry, Britney is a silly little girl who needs to grow up... for god sake, she's raising a child

And btw, E! said the Police are not filing paperword b/c they did not see it happen

Britney Spears is up to her shoulder restraint in controversy.
A photo of the pop star behind the wheel of a black SUV with infant son Sean Preston in her lap has caught the eye of Los Angeles child welfare officials.
A Los Angeles County Sheriff's deputy was dispatched to Spears' Malibu home Tuesday afternoon at the behest of the L.A. County Department of Children and Family Services.
But sheriff's Deputy Luis Castro said his department is not investigating the singer, who became a first-time mother last September. He said children and family services merely asked the sheriff's department "to obtain her contact information."
Further questions were referred to the child welfare department, which itself couldn't comment on whether an investigation had been opened, Children and Family Services spokesman Stuart Riskin said.
The incident in question occurred Monday in Malibu.

In a statement, Spears, 24, didn't expressly address the matter of the apparently unrestrained baby in her lap. Instead, she lashed out at Hollywood's public enemy number one, the paparazzi.
"Today, I had a horrifying, frightful encounter with the paparazzi while I was with my baby," Spears said. "...I was terrified that this time the physically aggressive paparazzi would put both me and my baby in danger. I instinctively took measures to get my baby and me out of harm's way."
"I love my child and would do anything to protect him."
X17, the photo agency representing the shutterbugs who aimed their lenses at Spears' SUV, had a different take. It said the pictures were taken "in a very peaceful context, in which photographers exhibited no aggressive behavior."
According to an account at People.com, Spears' well-documented day started with a drive to the local Starbucks for her, her bodyguard and her baby. When the bodyguard, who was in the front passenger seat, left the truck to go inside the store, Spears, who was in the driver's seat, removed her son from his child safety seat in the rear.
While Spears was holding her baby, pushy photographers descended, a source told People.com. Spears waited for her bodyguard to return, then drove away, still holding the child.
If that was indeed the getaway method, it's not one recommended by law enforcement.
"In general, putting a baby on the seat, in the lap, is extremely dangerous to the child," California Highway Patrol Office Joe Zizi said. "You need to have that child in a seat, in the back."
Since 2002, California law has required that all children younger than 6 or weighing fewer than 60 pounds be secured in cars by either safety seats or booster seats.
And even if one is trying to dash away from danger and/or a prying photojournalist?
"It's something you have to take the time to do," Zizi said. "Just as putting on the seat belt yourself."

It looks so freaking casual, I mean the bodyguard is just chatting away on the phone. This is incredibly stupid and indefensible. No one should ever try and defend putting a baby in danger of DEATH, I'm sorry.

When I first skimmed the story, I thought she was in the passenger seat, holding the baby while someone else drove. Deeply moronic in a car with air bags - any car, really, but I did cut her a teensy bit of slack, because I seriously believe Britney is mildly retarded/has a mild case of fetal alcohol syndrome and really doesn't get a lot of things. I could see her thinking it was fine to hold her baby in her lap while someone else drove.

But gah! Seeing her smiling in the pictures, with the baby right up against the steering wheel, as she navigates a busy highway, makes me sick to my stomach. Terrified by the paparazzi? Yeah right. She looks calm and relaxed and amused. She's let them take pictures of son dozens of times, even if she didn't want them to this time (as is her right), putting him in the carseat where it looks like the windows are tinted, would solve that problem! The pics don't show anyone closer/surrounding the car, and were apparently taken from a distance. It looks to me like she thought it would make a cute photo op for the baby to be driving a car, and when she realized the world didn't see it that way, she backtracked and issued a statement about being terrified and trying to protect her baby by placing his fragile body between her and a steering wheel containing an easily triggered air bag capable of killing a petite adult/older child, while driving with one hand down a busy, curving road, with aggressive paparazzi giving chase to her easily out-of-control SUV. I think this is far worse than Michael Jackson's baby dangling, and that's saying a lot.

And yeah, people used to do this all the time back before there were carseats. There's no excuse now. My own mother used to occasionally breast feed my brothers while a passenger in a moving vehicle, and that was wrong, even though the car was an ancient piece of crap with no airbags and we were on deserted country roads going 30mph and the only reason we didn't pull off was because we wouldn't be able to get the car started again and couldn't idle because of the wasted gas and the baby was screaming and needed to eat and we couldn't afford a breast pump or formula. But we STILL had a 3rd hand carseat, and even with all those excuses, everyone in the family recognized it was a big risk. That Britney, in her plush car, with top of the line carseat, and BODYGUARD who could have easily taken the kid from her, and strapped him in while the car was moving, thinks this was keeping her baby safe, makes me seriously wonder if the retardation isn't more than mild.

Edited to add that even when people used to this - and still do, in many rural, poor areas - I have never seen or heard of ANYONE having the baby in the DRIVER'S lap. Passenger is very unsafe, even in a car with no airbags, but driver's seat is just mind-numbingly dumb. And also, you can see the bodyguard on the phone. If things were so dangerous and dire, why wasn't he calling 911?

I'm wondering how Brit got a license to drive if she thinks this is acceptable, safe behavior. Though I don't remember them covering "Don't operate a vehicle with an infant in your lap", probably because they assumed people would be smart enough not to.
