You're right they should keep an archive but sometimes part of it disappears without trace. I remember that to produce the supplement with the best moments of THE FACE which was included with it's last issue, the editorial team had to buy many back issues through eBay because they didn't have them anymore! In this case I think outside theft was the cause, but it's easy to wonder what happens when the core team of a magazine changes...

Kate still doesn't have a Vogue UK cover this year. She has been on the cover at least once a year since 93.
