Has anyone else noticed a mistake on the news stand cover?
It says 'What Price Perfect Skin?'. When it should say 'What Price Is Perfect Skin?'

No, that's a normal phrase.

Generally, you don't need the "is" in the phrase "what price..." The established use of the phrase is the way you see it on Bazaar, you'll see it on the BBC too. If you were to expand the phrase fully, it probably should read [at] what price [comes] perfect skin, which is very awkward. No wonder we've ended up with a more compact version.

What price peace?
What price fame?
What price oil?
Etc

If the phrase sounded wrong, you will not be the only person who'll have thought that.

Besides, Bazaar looks better when there's no words whatsoever on the cover.
