No monthly magazines (big glossies) should have reprint covers.
It is telling the industry you cant get anyone for your cover.

Marie Claire UK can't afford to do their own covers now? they're doing that bad?

As for the cover.. the only thing that strikes me is the irony of using the 'Update Your Look' headling on a cover like this
