Is there any VAT-like tax deduction in Tokyo?

Hi, I'm going to toyko next week and will probably be doing some shopping. Is there any VAT-like tax deduction in Tokyo? I know in Europe if u are an American, you get like a 16% price deduction because you dont have to pay the VAT. Is there similar tax deductions for foreginers in japan?

PS. Anywhere to buy Attachment SS08 in Tokyo?

i think you don't have to pay the vat if you flash your passport
