I'm from a very small town too and even in the second biggest city in the country we only have two good agencies and they are looking for really young and commercial girls. I had to head up to Lisbon. I'm now agency signed in one pretty good agency, to be honest.
Unfortunately here in Portugal the market is sooooo small that models with a more "editorial"/"runway" look have almost no chance. Most of the castings my agency gets to me are commercial and people tend to not even look at me: "Too tall", "Too mature", "Too brunette". For editorials, magazines tend to prefer foreign models "on stay".
You must take a day or two and send some e-mails and check some open days in New York.
