In my experience it isn't required, but it is certainly seen as slightly odd if you don't. Going bare-headed is still a bit like going bare-legged used to be. I don't think it's rude, exactly, but certainly at the more formal events, and in the formal capacity, that Kate attends, it would probably be considered a little too casual to go without.
