I had the same problem a few years ago when I wanted really white eyebrows like I saw on some models at the time. After searching and asking around for a couple of weeks a lady at a pharmacy recommended this and it worked really well.

some facial hair bleach stuff should be perfect.
just make sure you keep checking the colour.
