With a GPA like that, I would recommend UCL (where I went!) or LSE... though LSE is v. pricey for overseas students. You would expect to pay around £10,000 a year for an undergraduate course. King's College is also quite good. Being American won't hurt your chances at all! There were tons of American transfer students in my course (I did history). How many semesters are you planning on doing?
