Certain parts of China certainly aren't, but some are still considered as developing status and China's status as a whole is considered a developing country and therefore not the politically incorrect "first world". But I think it's not worth veering into this territory since it's highly subjective. The point of it is that they are importing foreign labour so they can say a product is made in Italy.
