The fact that the arm hair is fine and downy indicates that it is completely new growth (lanugo), i.e. the hair that was there before fell out completely and an entirely new growth cycle has begun from the follicle. To illustrate: usually only babies who are born prematurely have this type of downy hair on their bodies because the follicle usually begins its
second growth stage
in utero.
Because prolonged malnutrition will cause severe follicle damage, this type of hair on the arms is one of several (accurate) indicators of
