This hairstyle reminds me of Veronica Lake's classic waves, a look which can be achieved with the help of a wide-barrel curling iron. Once you've done this, take the curling iron and curl a section of hair under, holding it there for a few seconds.
You may have to do this twice or so to get the perfect wave, but it should turn out fine after you've practiced. Also, you should brush through your hair afterwards to loosen the waves and provide a softer look.
