Anyone seen boots like these before?

IIRC, they were made by Faith (probably by other manufacturers too), available in both ankle and knee length <pictured> versions.

Does anyone remember if they had a style name or any other company who made them?

I suspect that they were the 'Pod' range that Argos Additions (and the other catalogues) did around 2000.

Oh man I rememebr those.
In england you could buy them at "dolcis" or "dolces"
I think that was the name of the place anyway.
