It's rated PG and every review say it appeals to the younger viewers. It's based on an anime that was geared towards kids. That seems to be whom it's being marketed to as well: the ads are being shown on Nick and the Cartoon Network, it's promoted with action figures and sticker books, and a junior novel. In interviews the cast tends to use phrases like "fun for the family" and "for a new generation". To me all that indicates that kids are the target audience.DragonBall is certainly not a "children's" movie...
