Is this Fernanda Tavares?

This scan comes from a rare fashion catalog by JCPenney from the year 1997. It was called "J" magazine. In it was womens clothes fashion as well as this photo showing off Delicates Tailored High Cut Satin Panties with the Average Figure Bra. I have always wondered what this model's name was. And now that I see Fernanda Tavares, I began to wonder if this might be her. It sure looks like a younger version of her, because after all it was 1997. But it is hard to tell without referencing old photos from that time period. I only went off her current pictures. Can someone please verify if this is her? Any info would be great.
