I'm not sure of the actual designer, but Luca Luca does a lot of stuff like that.

I actually like the top - I can see myself using it, maybe in black or plum...
Apart from that, she's not looking very good...

Might actually look fine on a tall person. But she is teeny and the outfit swamps her.

And her hair is terrible as well as her make-up which I think what is wrong for the most part with this look.
