Intense Blue Eyeliner

Apparentely blue eyeliner is back but I really don't know how to wear it what kind of eyeshadow do you wear? is it appropiate for everywhere, can you wear in on campus?

For me personally I wouldnt wear it with any eyeshadow. The focus is on the blue,so I'd just go with the eyeliner,and neutral lips. A subtly blue I reckon could be worn on campus but the intense blue I think is more suited for when you're dressed up to make an impact

Does anyone know if there is an eyeliner that is an incredibly intense blue that has a big dollop of purple in....so it's basically a bright and deep blue/purple? My heart is set on it and I can't find one!

What about MAC Liquid Last Liner in Blue Herizon? They have many bright colors
