I don't it is her decision not to participate in Fashion Week, Kim has been around doing runway since like Fall 2004 which a huge amount of season, and you get to a point where your face is not consider fresh anymore, i think maybe she's not being booked for a worthy amount of shows so she doesn't consider she should do the 4 cities, but only a few requested shows. Girls that started with her, aren't consistently on runway either as Caroline Trentini, Lily Donaldson, etc...

girls like carol trentini and lily donaldson are pretty established in this industry, they don't do runaway shows because they don't need to. and even though kim isn't as huge as caroline and lily (unfortunately kim is still a bit underrated), i believe she doesn't do it quite regularly as she did before for the same reason. look the amount of editorials she did in 2011, obviously there's no reason to keep doing lots of shows anymore
