I don't think it's a bad dress, but the plunged neckline is probably a bit unnecessary for a 16yr old who appeals to tweens. As is the chain which dangles down the neckline. They could have altered it to make it a bit more appropriate.

Give her a break guys... seriously, she is just trying to find herself and she doesn't look putrid it's just not that age appropriate for a girl that is a role model for other young girl... but she doesn't look straight out putrid, does she? not imo

I feel kinda sorry for the girl it must be hard being so young and getting so much pressure to look good all the time
