The 20's brows are actually derived from the traditional Japanese Geisha eye-brow. That originally consisted of a very thin line of dark charcoal painted on top of their white make-up. Last time I saw red glossy eyes was during the 97/98 Asian fascination which swept across the fashion industry. This trend isshared by Japan and Chinese, but it's more Chinese than anything. The maiko Geisha used to wear this red eye, and in the old days Chinese opera singers used to wear that a lot as well, usually the heroine. Of course what we see here on Nastya is quite exaggerated. So probably both accents are quintessentially 'East'. And judging by the cover lines (all Japanese artists), this looks like an ode to Japanese beauty aesthetics.
I feel the covershot could only work on a beauty supplement. Agree with you, one of the two trends would've been way more effective.
