Shorts over leggings for Men S/S 09

i am having a problem finding the right shorts. I had a pair I bought from UO last summer that would be perfect if they only didn't hug my *** like a bandit. I really want to try it with the shades of greige blue cord shorts but they are too loose on the top.

Anyone have any ideas for a nice pair that isn't going to break my bank (sub 150USD)? The girls at work are getting anxious!
