May come off as odd,being male,but I simply adore them. The romanticism....the utter whimsy. Not sure if they're a "trend",really....except maybe amongst Goth's. Here are a few looks I found-vinatge and otherwise with a few designer interpretations:

Where does the word petticoat come from, it's not exactly what you call a coat is it?

Petticoat.....I am not sure how the term was derived. Perhaps,initially was a one-piece??

Strawberry,you've got such original taste...wouldn't dare let that little cliché bother me. Pull it back out! ;)

All the vintage stores around here are selling them. I bought one in powder blue. <3
 
I love the idea of putting a very full petticoat (like the purple one in the first post) under a shorter, very fitted pencil skirt so that you have this kind of restrained volume. Tight to the knee and then an eruption of ruffles and movement.
 
I'm not normally a fan of hers but I really like this Betsey Johnson dress, and it certainly fits the thread.
