who makes these shoes?

I don't know about those in particular, but that style (basic, semi-pointed pump w/ brass metal spike heel)has been done by every discount shoe maker out there for years, including Ellie, Pleaser, Bakers, Wild Pair and others. Most of them were in the $40 range.

If this is a CL version of that same shoe, I can't imagine why.
