I'm sure you were thinking the same thing as I: they have a Elle Man, in Serbia?

Well even though there is not Elle Man in Serbia, why so surprised??? Imo, Elle Serbia is one of the best of international Elle editions in many terms, so a Elle Man wouldn't be such a surprise.
