to be honest...........putting creams directly around the eyes does more bad than good.....apart from on exceptionally cold days
everytime you apply a cream around your eye.........some of the cream is not properly absorbed.....as the skin around the eye is 1/6 of the thickness of the rest of the face........so effectively you are leaving deposits around the eye.....which are almost impossible to shift.
over time this builds up making your eye extremely puffy and only removable through surgery. this is why you see old ladies who have used eye creams all their life with huge puffy under eye patches
you are better off wearing sunglasses during the day........sunscreens should be applied only as high as the top of the cheekbones.
and on cold days...........only dab a touch of vaseline on the under and upper eye lids.
as for permanent wrinkles.......the best thing you can do is drink a lot of water which will arteficially plump your skin. and secondly consider botox

so I went on and asked people at makeupalley and here is what they said:

Eye puffiness is caused by edema (fluid build up). It can have many causes, but two reasons are poor lymphatic circulation and increased capillary permeability. The best way to reduce eye puffiness is to use an anti-edema product such as cornflower water, which is a natural decongestant. Products containing Tetrapeptide-5 are also good. I use a serum that contains that ingredient to reduces puffiness and dark circles. It takes a few weeks initially for the product to work, but with regular use, my problem has not returned".
