Yep, they are her brother's names (Luka and Harry). I'm guessing that she got them under her arms so that they can be easily concealed and aren't too "obvious" which is a good idea for a model like her. Her regal appearance and milky skin would jar with obvious tattoos in the less edgy photo shoots imo.
