I don't think it is illegal, but I think you have to advise against it, because the patient is not mature enough. If she had her parents support I am sure it can be done. I am not familiar with the details of US law though.

Consent depends on the what state you live in. could also depend on what you want done. One of my nieces got her first tattoo at 16, her mom had to sign for her, and that's after going to five tattoo parlors.
