I'd call it royal blue. Although another poster's colbat blue is pretty good.

This dress has some pretty elements, but I feel like it's too much of a good thing. It doesn't look very........well planned?

It's like they took every single pretty element in the world and tried to combine it in one dress.

It reminds me of that episode on Project Runway when Christian was designing a prom dress for that girl who wanted feathers, and lace, and gold, and sequins, and tulle, and satin, etc.
