The photograph in the ad was taken by Baron Adolf de Meyer in 1927 - there was a whole series of them.
These were the first beauty ads, but they were shot as an editorial for Vogue.

Thank you @Jacek ! I have looked at those ads so many times now and always thought they were illustrations.
