I love the soft waves Winona is wearing here. How do I get this look?

i've never tried it, but i believe there are other methods... i think there used to be a marcel iron that you could heat up and wind your hair around to achieve that look

I always thought that this was called "flocking". My hair straightener has an attachment that can do this but the flock isn't as wide as Winona's. Maybe half the size. I know that you can buy specialty hair irons with this plate.
