I believe the majority of people agree that it's Heather (Although the two of them sometimes look so similar it's really hard to decipher).

b/c I can say with 99.9% certainty that it's Caroline. I think she and Heather are similar but I typically don't confuse the two with one another...

It's definitely Caroline.

Glad someone else is as much of a dedicated fan to Heather and Caroline as myself. The difference I always look for is in the eyes and face. Heather has a more heart shaped face with pointer chin and wider set, larger eyes. Caroline has closer set eyes and a more square jaw line. Regardless, both of these girls are uncanny and I cannot wait to see them come into their own in the next few seasons.
