I bought one off ebay, just type in dressform or dress makers mannequin in search. I got it for around $100, it had adjustable bust/hip. The only downside is that it was made from styrofoam so it's not too sturdy, but it's fine for basic draping.

I have seen a lot of dressmaker's forms in thrift stores for really cheap! Like Goodwill and stuff... There were three dressforms in the same thrift store that I went too..
