Also the only girls missing from that picture are the two model search finalists, whereas the other 28 were in every single photo other than Marisa Miller (Just rearranged constantly) - no reason for Cintia to show up for one picture and be replaced by Anastasia Kuznetsova for the others.

I can't find a 100% confirmation that she will be in the VSFS anywhere.

As Faith Akiyama said, there is no point for her to be in one picture and none of the others, so I'm also going assume that it's not her. (Although it does look a lot like her, but it wouldn't make sense).

House of Models, where/when did her agency confirm?

I'm getting doubtful she'll be there. There's already a list of 35 models who'll be there based on the Times Square event plus those whose photos can be seen in the fittings video and Cintia isn't in any of them.

There are many girls RANDOMLY featured in the catalogue, for instance Elyse Taylor. At max, they've had 10 pictures of her over a course of 2 years in these catalogues. Only now are they using her for the fashion show and only now will they hopefully and probably use her more extensively. VS surely lost out to Cintia rocking the show, though.
