The arms seem to appear from nowhere - the garment can be quite big but needs to be practical so makes room for the hands.

they're more like pseudo-capes
keeps the wearer warmer... less cold air gets in

I think these arms on these garments don't really allow much for comfort. The reason why these seem so heavy is because you don't get to move your arms high enough. Not that I'd recommend it, but what if you were doing jumping jacks or playing basketball with garments with the kinds of arms these allow? Not really recommended for athletic or active types. Most of the arm designs are all out there and outlandish. Not hating, not loving, just... weird. Also, just different. And like I've preach before, different doesn't always mean better.
