It is not a stupid question . They use the papers under the hair clips so that they don't leave a mark on the hair. As a matter of fact if you want to create a wave (like those 50s hair waves) you use the hair clips without the papaer. They mark the wave (or at least it is what I think, because I'm not a hairdresser).
