She's so popular that I get the feeling that her not doing runway has less to do with height, and more to do with a personal choice. Maybe she just isn't into the runway (but I have NEVER understood models who disliked runway!)

I'm sure runway's not her main focus, but I think it might have more to do with knowing that it's not one of her strenghts anyway. She IS very short and her walk's not very strong, to be honest. And being cute as a button only helps to a certain extent. If she was in demand, and not doing much runway was a conscious choice, I would expect her to just walk for some of the biggest names and the designers she's worked with (or not even attend Paris and Milan at all). But she didn't even walk for Tse in NYC, she did the less prestigious London FW, in Paris she did mostly smaller shows etc.

But so far it certainly doesn't seem to hurt her campaign appeal, and let's hope it stays that way!
