^ Of course. An agency plays a big part in determining a model's style/image. If the agency thinks a new haircut or hair colour will give a model a new edge or new look, they won't hesitate to cut/dye the model's hair. Mina Cvetkovic (also with Women) had her hair dyed black not too long ago. It definitely made her edgier and stand out more than her previous hair colour and her career has only benefited from the change.
Also, an agency's role is, in effect, to "sell" their models. So they'll quite willingly change a model's look if it will give him/her an advantage over other models and appeal more to clients.
