Yes, the photo was taken in 2006. As Chanelcouture09 identified the dress as Christian Dior F/W 06.07. It's an unpublished shot for some publication.
Plus, Natasha had dark eyebrows to match her hair around that time. Even though make-up can darken the eyebrows.
