I didn't figure it out until I went on vacation and the only thing that changed was the water I was using. In a few cities where the chlorine and minerals were high it would upset my skin again. So I just stick with bottle water now.

Proactiv worked for me. I don't know about everyone. But I don't use it all the time. I use it at night EVERYDAY. But I use cetaphil when I wake up. Follow with a pure face lotion. Then when I come home, I use Biore pore-unclogging scrub in the shower. Then follow with an Aloe-vera base lotion to cool the skin from the rubbing. If you don't shower mid-day but only before you sleep, you are better off with a scrub cleanser. Me, I usually like to take shower when I come home from work, and still have some hours to spend before sleeping hour, so I use different products. Simplify your regimen. And if u find something that works, STICK to it. Don't listen to ads that says it can make your skin perfect. Your skin is perfect now using the same product, why risk it?
A last note: what you put in your body is important too, don't forget it. Have beautiful skin everyday, ladies!
