Sizing/Measuring Clothes

I have to measure some clothes to figure out their sizes (ie suits, pants, dresses, skirts, shirts, etc). How do I do that? Is it as simple as getting out the measuring tape and doing the math?

Sizes aren't standard so do you already have a particular scale you're supposed to use size them? Is this for a project of some sort?

Well, it's for measuring some vintage clothes that don't have sizes. I guess I would have to get a sizing chart and just take the measurements and size according to the chart. What do you think?
