Variety said it was also due to asking too much money (and how he was too profiled for the project), but he was considered for the role after Viggo stepped out (so i'm not sure they changed anything in the script). my guess is that it had also to do with his comedy/standup tour he's doing at the moment (apparently there's some Broadway talk).Well Viggo didn't do it for money, but I wonder why Hugh Jackman also dropped out?
I think it had something to do with the script, which is why they brought in someone to re-write it.

Sean Bean cast as Snow White's father in Julia Roberts fairy tale
by Anthony Breznican
Sean Bean is in talks to join the as-yet-untitled fairy-tale adventure starring Julia Roberts as the Evil Queen, according to sources close to the production. The English actor’s deal is nearly finished, and he will join the production already underway in Montreal. Lily Collins plays the title character in the movie (due March 16), while The Social Network‘s Armie Hammer co-stars as the prince caught between them as the innocent Snow White is manipulated and menaced by her wicked stepmother.
Where Bean’s character fits in is anyone’s guess, though smart money is on him not surviving to see this war between the fairest-of-them-all play out in its entirety. What’s with this guy and troubled patres familias?
