US Harper’s Bazaar June/July 2022 : Dr. Jill Biden by Cass Bird

That probably isn't in their hands, FLOTUSes after Jackie Kennedy have mostly avoided looking "too fashionable" because it's bad for the image and looks out of touch. They worked with what they had, I think she looks ok for that but political people rarely look good on magazine covers, especially when they're this high up.
Vogue did a good job with Mobama

what in the raggedy ann is that hair on winona? she deserved better.

To me it feels like this magazine (or the covers at least) are being produced by and for women who think getting really glammed up or engaging with fashion on a fantasy level or with any kind of drama is kind of gauche. There are some exceptions, like Tracee Ellis Ross' cover or Beyonce's cover, which are a little more playful or whatever, but by and large the vibe is this:

Aside from the First Lady one, which follows a formal recipe, the covers speak of tiredness - a spark that went out some time ago, a desire to hide away under clothing, or to wear something basic that's one step away from giving up. The magazine isn't offering an alternative vision, it's mostly a void.

I can see that US Bazaar is trying to speak to a certain audience , but it acts like everyone older than 25 has reached the stage where all they want from life is minimal make-up and a nice blazer that's three sizes too big.

By the time Harper's & Queen became Harper's Bazaar, Lucy Yeomans had perfected the formula of portraying adult women as being capable, powerful, energetic, accomplished, sensual, sexual, but never vulgar and never, ever drab and boring. It can be done.
