May I ask who the creative director / art director of Vogue Turkey is? Did they change?

What do they get from those awful hashtags? I understand that one should promote social media but a hashtag..on a cover... month after month? Do these hashtags trend on twitter / facebook? Do they get better advertisers with it? Someone from their team needs some explaining.
